The evolving role of the government affairs leader

Viewed in Heidrick & Struggles

In a context of accelerating political, regulatory, and societal change, many companies are re-examining the place of government affairs within the executive team. What was once peripheral has become increasingly strategic.

Data from The Official Board shows that 74% of the Global Fortune 500 now include one or more government or public affairs leaders at the executive level, compared with only a handful five years ago. This evolution reflects how directly regulation, geopolitics, and public policy now shape enterprise value, strategy, and execution.

Networks

The most effective government affairs leaders tend to combine several complementary strengths. They usually bring deep experience and well-developed networks across government, regulatory bodies, and industry groups, helping organizations stay informed and engaged early rather than reacting under pressure. These networks are actively nurtured and used thoughtfully, often through coalitions and trade associations, to amplify the company’s voice.

Integrity and credibility

Integrity and credibility are central. Operating in sensitive and ambiguous contexts, these leaders are most effective when they are seen—internally and externally—as fair, ethical, and balanced. This trust allows them to serve as reliable advisers to CEOs and boards while maintaining constructive relationships with policymakers and stakeholders.

Communication and collaboration

Strong communication and collaboration also stand out. The role intersects with legal, communications, risk, sustainability, HR, and business leadership. Successful leaders connect these perspectives, align advocacy with corporate strategy and brand, and provide clear, forward-looking insights that support executive decision-making.

Business acumen

Finally, the role increasingly calls for genuine business leadership. The strongest profiles bring commercial awareness, build resilient teams, adapt quickly to change, and contribute fully as members of the executive committee, making them effective, pragmatic partners for the C-suite.
